Commander has spent most of its life without a power scale. Players argued about “casual” and “high power” and “sevens” and nobody agreed what any of it meant. In February 2025 Wizards of the Coast and the Commander Format Panel published an actual framework — five brackets, plus a list of cards called Game Changers<\/strong> that decide which brackets a deck is allowed into.<\/p>\n\n

The system works. What does not work is the state of the information about it. The pages ranking for these questions are a mix of the original 2025 announcement, a February 2026 update, and a lot of guides that quote rules which were deleted<\/em> nine months ago. This guide fixes that. Every bracket rule below comes from the official Wizards announcements, every card on the list was pulled from the Scryfall API on 8 August 2026<\/strong>, and every price is the cheapest available printing rather than whatever a random article quoted last year.<\/p>\n\n

The short version: there are five brackets<\/strong>, there are 53 Game Changers<\/strong>, brackets 1 and 2 allow none of them, bracket 3 allows three, and brackets 4 and 5 allow as many as you like.<\/p>\n\n

What the Commander bracket system actually is<\/h2>\n\n

The brackets are a shared vocabulary for the pregame conversation. In the panel’s own words, they are “meant as a tool to guide pregame conversations—not an ultimate arbiter of who can play against whom.”<\/p>\n\n

That sentence matters more than it looks. The brackets are not a ban list. A Game Changer is not illegal anywhere — all 53 of them are fully legal in Commander, in every bracket. What the list does is place<\/em> your deck: put one Game Changer in a deck and you have declared it is at least a Bracket 3 deck. That is the entire mechanism.<\/p>\n\n

Two things follow from this that people consistently get backwards. First, you cannot “cheat” by leaving a Game Changer out of your list while playing an otherwise brutal deck — the brackets describe the game your deck produces, not the cards it contains. Second, and this is the panel’s own framing: don’t use Game Changers to define your deck’s bracket, use your deck’s bracket to decide which Game Changers it can carry.<\/p>\n\n

The five brackets at a glance<\/h2>\n\n

The October 2025 update added explicit turn expectations to each bracket, which are the most useful single number in the system — they describe the outcome the bracket is aiming at rather than the card list.<\/p>\n\n\n\n

Note what is not<\/em> in that table: tutors. There used to be a tutor restriction. There is not one any more, and that is covered further down — it is the single most common piece of outdated information in guides on this topic.<\/p>\n\n

Bracket by bracket, in the panel’s own words<\/h2>\n\n

Bracket 1: Exhibition<\/h3>\n\n

“Throw down with your ultra-casual Commander deck.” Bracket 1 is where the deck is the point and winning is incidental — the group-hug deck, the deck that only plays cards with birds in the art, the deck built around a joke. Games are expected to run at least nine turns<\/strong>. No Game Changers, no mass land denial, no extra-turn cards at all, and no intentional two-card infinite combos.<\/p>\n\n

Bracket 1 is the only bracket that bans extra turns outright. That is the cleanest way to tell 1 from 2.<\/p>\n\n

Bracket 2: Core<\/h3>\n\n

This is the important one, because it is the default. The panel anchors it explicitly: “the easiest reference point is that the average current preconstructed deck is at a Core (Bracket 2) level.” If you bought a Commander precon and shuffled it up, you are in Bracket 2. If you have made a handful of swaps, you are probably still in Bracket 2.<\/p>\n\n

Rules: no Game Changers, no mass land denial, no intentional two-card infinite combos, and extra-turn cards “should only appear in low quantities and are not intended to be chained in succession or looped.” Games should run at least eight turns<\/strong>.<\/p>\n\n

The practical consequence people miss: a single Game Changer pushes a precon out of Bracket 2.<\/strong> If you slot a Rhystic Study into an out-of-the-box precon, you have not made it a slightly stronger Bracket 2 deck. You have made it a Bracket 3 deck. Whether that is a problem depends entirely on who you are playing with, which is the whole point of having the conversation.<\/p>\n\n

Bracket 3: Upgraded<\/h3>\n\n

“These decks are souped up and ready to play beyond the strength of an average preconstructed deck.” Bracket 3 is where most experienced players’ pet decks actually live. You get up to three cards from the Game Changers list<\/strong>. Mass land denial is still out. Two-card infinite combos are allowed as a long-game plan but not as an early-game one — the phrasing is “no intentional early-game two-card infinite combos.” Games should last at least six turns<\/strong>.<\/p>\n\n

Three is a real constraint and it forces genuine choices. Rhystic Study, Smothering Tithe and Cyclonic Rift is a legal Bracket 3 package and it is also your entire allowance — no Demonic Tutor, no Fierce Guardianship, no The One Ring.<\/p>\n\n

Bracket 4: Optimized<\/h3>\n\n

“It’s time to go wild! Bring out your strongest decks and cards.” Everything is legal: unlimited Game Changers, mass land denial, extra turns, combos. Games can end on turn four<\/strong>. The distinction from Bracket 5 is not power, it is mindset — Bracket 4 is your best version of a deck you actually wanted to build.<\/p>\n\n

Bracket 5: cEDH<\/h3>\n\n

“This is high power with<\/em> a very competitive and metagame-focused mindset.” Same card legality as Bracket 4, but the deck is chosen to beat a known field rather than to express anything. Games “could end on any turn.” The gap between 4 and 5 is the reason the panel describes it as a mindset rather than a power level: a Bracket 4 deck and a Bracket 5 deck can share ninety cards.<\/p>\n\n

What counts as a Game Changer<\/h2>\n\n

The panel’s definition, verbatim: Game Changers “should generally be cards that easily and dramatically warp Commander games, allowing players to run away with resources, shift games in ways that many players find unpleasant, block people from playing, efficiently search for any of their strongest cards without downside, or have commanders that are highly unfun in casual games.”<\/p>\n\n

Read that list of criteria against the actual cards and the logic holds up well. Rhystic Study and Smothering Tithe run away with resources. Drannith Magistrate and Opposition Agent block people from playing. Demonic Tutor and Vampiric Tutor search efficiently without downside. Braids, Cabal Minion is the unfun commander clause in card form.<\/p>\n\n

Total cost to buy one of every Game Changer at its cheapest printing: $12860.63<\/strong>. That number is wildly misleading, and the next two sections explain why.<\/p>\n\n

The nine most expensive Game Changers are all Reserved List cards<\/h2>\n\n

Ten of the 53 cards are on the Reserved List, meaning Wizards has committed to never reprinting them in a form that would affect their value. Sort the list by price and the top nine entries are all<\/em> Reserved List cards, with Imperial Seal at $160.66 the first non-Reserved card to appear.<\/p>\n\n\n\n

Those ten cards account for $11298.50 of the $12860.63 total<\/strong> — about 88% of the list’s value in 19% of the cards. Mishra’s Workshop has had four printings in thirty-two years and the cheapest is $3,000.97.<\/p>\n\n

This matters practically, not just as trivia. If you are trying to work out your deck’s bracket, you can safely assume you do not own these. Nine of the ten are effectively unavailable to a normal Commander player, which means for most decks the Game Changers list is functionally about forty cards, not fifty-three.<\/p>\n\n

Seven Game Changers cost less than a booster pack<\/h2>\n\n

The other end of the list is the part that actually catches people out.<\/p>\n\n\n\n

Braids, Cabal Minion costs 85 cents and takes up exactly the same Bracket 3 slot as a $3,000 Mishra’s Workshop.<\/strong> There is no price weighting in the system at all. This is the single most useful thing to understand about the Game Changers list: it is a list of effects<\/em>, and the market price of a card tells you nothing about whether it is on it.<\/p>\n\n

It also means a Bracket 2 deck can go over the line by accident for pocket change. Narset, Parter of Veils is a dollar. Notion Thief is a dollar fifty. Neither feels like a “power card” when you are putting a deck together, and both of them move your deck a full bracket.<\/p>\n\n

The list is not colour-balanced, and red is barely on it<\/h2>\n\n

Red has four Game Changers. Blue has thirteen.<\/strong> Only one red card — Coalition Victory — is even multicoloured, and it is on the list because of what it does, not because it is red.<\/p>\n\n

The practical read: a mono-red deck can be built at genuinely high power and still sit in Bracket 2 on the card-list criterion alone, because red’s best cards mostly are not on the list. That is a real gap in the system, and it is why the turn-count expectations exist alongside the card list. If your mono-red deck reliably wins on turn five, it is not a Bracket 2 deck no matter what the list says.<\/p>\n\n

Twenty-four of the fifty-three were first printed before the year 2000. The Game Changers list is, to a surprising degree, a list of cards from Magic’s first seven years that the format never managed to grow out of.<\/p>\n\n

Two of those entries are worth dwelling on.<\/p>\n\n

Biorhythm came off the ban list directly onto the Game Changers list.<\/strong> It did not spend time as a normal legal card. That is a genuinely new tool for the panel — a card can now be too strong for casual tables without being too strong for the format, and the bracket system is what makes that distinction possible. It is also why third-party ban lists are so unreliable right now: a page that has not been updated since 2024 will still tell you Biorhythm is banned. It is legal, and it is a Game Changer, at $34.13.<\/p>\n\n

Lutri went the other way.<\/strong> Unbanned, but with a bespoke designation — banned as a companion only — and the panel said explicitly it was not going on the Game Changers list. If a guide tells you Lutri is a Game Changer, it is guessing.<\/p>\n\n

The tutor rule most bracket guides still quote was deleted in October 2025<\/h2>\n\n

The original February 2025 brackets said tutors “should be sparse” in Brackets 1 and 2. That rule no longer exists. From the October 2025 update: “after much discussion, the avenue we’d like to take is to remove the tutor restrictions from Commander Brackets entirely and rely on Game Changers to catch the most efficient tutors.”<\/p>\n\n

The reasoning was that the tutors worth restricting were already being caught by the Game Changers list — Demonic Tutor, Vampiric Tutor, Mystical Tutor, Enlightened Tutor, Worldly Tutor, Imperial Seal, Gamble, Crop Rotation, Intuition and Gifts Ungiven are all on it — and that the rest were not worth policing. As the panel put it: “if you want to play tons of inefficient tutors, it may not make for the most replayable deck, but we don’t need a safeguard for that.”<\/p>\n\n

So: Diabolic Tutor in a Bracket 2 deck is fine.<\/strong> Vampiric Tutor is not, but that is because it is a Game Changer, not because of a tutor rule. The Hobbit arrives on 14 August 2026<\/strong>, with prerelease events running 7–13 August. Its Eternal bonus sheet contains exactly two cards from the Game Changers list:<\/p>\n\n\n\n

How to work out your own deck’s bracket<\/h2>\n\n

In order, and it takes about two minutes:<\/p>\n\n

    \n
  1. Count your Game Changers.<\/strong> Three or more and you are Bracket 4 at minimum. One or two and you are at least Bracket 3. Zero and continue.<\/li>\n
  2. Check for mass land denial.<\/strong> Armageddon, Ravages of War, Jokulhaups, Winter Orb, Static Orb — any of that puts you at Bracket 4.<\/li>\n
  3. Check for intentional two-card infinite combos.<\/strong> Any at all pushes you out of Brackets 1 and 2. Early-game ones push you out of 3.<\/li>\n
  4. Check your extra turns.<\/strong> More than a couple, or any way to loop them, and you are past Bracket 2.<\/li>\n
  5. Be honest about the turn count.<\/strong> This is the check that overrides all the others. If your deck reliably ends games on turn five, it is not a Bracket 2 deck, however clean the card list looks.<\/li>\n<\/ol>\n\n

    Expensive cards are Game Changers<\/td>Seven Game Changers cost under $6 and Braids, Cabal Minion is 85 cents. The list tracks effect, not price.<\/td><\/tr>\n
    Bracket 5 is just Bracket 4 with better cards<\/td>Card legality is identical. The difference is metagame-focused intent, not power.<\/td><\/tr>\n
    Your bracket is decided by your card list<\/td>The turn-count expectations sit alongside the card list. A deck with zero Game Changers that wins on turn five is not a Bracket 2 deck.<\/td><\/tr>\n<\/tbody>\n<\/table>\n\n

    53, as of 8 August 2026. The list last changed on 9 February 2026 when Farewell and Biorhythm were added.<\/p>\n\n

    How many Game Changers can a Bracket 3 deck play?<\/h3>\n

    Up to three. Brackets 1 and 2 allow none; Brackets 4 and 5 allow any number.<\/p>\n\n

    Are Game Changers banned?<\/h3>\n

    No. Every card on the list is fully legal in Commander. The list determines which bracket your deck belongs to, nothing else.<\/p>\n\n

    What bracket is a Commander precon?<\/h3>\n

    Bracket 2. The panel uses the average current precon as the explicit reference point for Bracket 2, which is why precons are the best calibration tool available.<\/p>\n\n

    Do tutors affect my bracket?<\/h3>\n

    Only if they are Game Changers. The general tutor restriction was removed in October 2025. Demonic, Vampiric, Mystical, Enlightened and Worldly Tutor, plus Imperial Seal, Gamble, Crop Rotation, Intuition and Gifts Ungiven, are all on the list. Diabolic Tutor and similar are not.<\/p>\n\n

    Is Sol Ring a Game Changer?<\/h3>\n

    No, and it is fully legal in every bracket. Fast mana is otherwise well represented on the list — Mana Vault, Grim Monolith, Chrome Mox, Mox Diamond, Lion’s Eye Diamond, Ancient Tomb — but Sol Ring is in effectively every Commander deck ever printed and is not on it.<\/p>\n\n

    What about Mana Crypt and Jeweled Lotus?<\/h3>\n

    Neither is a Game Changer, but not because they were judged acceptable — both are banned in Commander outright<\/strong>, along with Dockside Extortionist and Nadu, Winged Wisdom. This is the distinction that trips people up most: the ban list and the Game Changers list are two separate things. A banned card cannot be played in any bracket. A Game Changer can be played in any bracket, and simply tells you which one you are in.<\/p>\n\n

    What is the cheapest Game Changer?<\/h3>\n

    Braids, Cabal Minion at $0.85, followed by Narset, Parter of Veils at $1.01 and Notion Thief at $1.49.<\/p>\n\n

    What is the most expensive Game Changer?<\/h3>\n

    Mishra’s Workshop at $3,000.97 for the cheapest of its four printings, then The Tabernacle at Pendrell Vale at $2,899.99. Both are Reserved List cards.<\/p>\n\n

    Is Lutri, the Spellchaser a Game Changer?<\/h3>\n

    No. Lutri was unbanned in February 2026 as banned-as-a-companion-only, and the panel stated explicitly that it was not going on the Game Changers list.<\/p>\n\n

    Does mass land denial affect my bracket?<\/h3>\n

    Yes, and it is one of the hardest lines in the system. Mass land denial is disallowed in Brackets 1, 2 and 3, and permitted in 4 and 5. It is the one restriction that survived every update unchanged.<\/p>\n\n

    Can I play a Game Changer in a Bracket 2 deck if my playgroup is fine with it?<\/h3>\n

    Of course — the brackets are a conversation tool and your table’s agreement is the only thing that matters. The value of using the labels correctly is that “Bracket 2 plus a Rhystic Study” tells the next table something useful, where “it’s casual” does not.<\/p>\n\n

    Where does commander damage fit into all this?<\/h3>\n

    It does not affect bracket at all, but it is the other rule that decides a lot of Commander games.
