Look at the top N cards, keep the ones you want on top, and drop the rest straight into your graveyard &mdash; not the bottom of the deck, the graveyard, where a reanimator spell, a flashback cost or a delirium count can use them. That is the whole idea, and it has quietly become one of the most-printed effects in the game: <strong>235 paper cards<\/strong> carry the keyword as of 11 September 2026, nearly three-quarters of them printed since the start of 2024.<\/p>\n\n<p>This guide covers all of it: what surveil does at the rules level and where it differs from scry, the 20 two-colour surveil lands across three sets, the nine cards that got surveil <em>before surveil existed<\/em>, the 18 cards Scryfall says have surveil that never actually surveil, what the mechanic costs, which cards reward you for doing it, and a 100-card Mirko, Obsessive Theorist Commander deck for under $100. Every card fact was pulled from the live Scryfall database on 11 September 2026 and cross-checked against the Comprehensive Rules of 7 August 2026. It also happens to be a good week for it: <a href=\"https:\/\/krakenthemeta.com\/blog\/mtg-reality-fracture\/\">Reality Fracture<\/a> previews are running, and the set&#8217;s Jace planeswalker token surveils.<\/p>\n\n<figure><img decoding=\"async\" src=\"https:\/\/krakenthemeta.com\/blog\/wp-content\/uploads\/2026\/09\/mtg-surveil-1.jpg\" alt=\"A hooded Dimir spy in a shadowed undercity library holds three glowing cards over a black pool, deciding which to let fall\" \/><figcaption>Surveil in one image: look at the top, keep what you want, drop the rest in the pool.<\/figcaption><\/figure>\n\n<h2>What surveil actually does<\/h2>\n\n<p>The Comprehensive Rules define it in section 701.25, and the definition is short enough to quote whole:<\/p>\n\n<blockquote><p>701.25a To &#8220;surveil N&#8221; means to look at the top N cards of your library, then put any number of them into your graveyard and the rest on top of your library in any order.<\/p><cite>Comprehensive Rules, 7 August 2026<\/cite><\/blockquote>\n\n<p>Three things in that sentence do real work. <strong>&#8220;Any number of them&#8221;<\/strong> includes zero and includes all of them &mdash; the Guilds of Ravnica release notes spell out that you may put every card back on top, every card into the graveyard, or any split. <strong>&#8220;On top of your library in any order&#8221;<\/strong> means surveil 2 is also a free reorder of the cards you keep. And <strong>&#8220;into your graveyard&#8221;<\/strong> is the entire reason the keyword exists as something separate from scry.<\/p>\n\n<p>The reminder text on the cards is a simplified version. <strong>Consider<\/strong>, the most-played surveil card in Commander, reads:<\/p>\n\n<blockquote><p>Surveil 1. (Look at the top card of your library. You may put it into your graveyard.)<br \/>Draw a card.<\/p><cite>Consider, oracle text via Scryfall<\/cite><\/blockquote>\n\n<h3>Surveil is not &#8220;scry, but into the graveyard&#8221; &mdash; the ordering matters<\/h3>\n\n<p>Surveil almost always appears as one step inside a longer instruction, and the rulings are explicit that you do the steps in the printed order. <strong>Consider<\/strong> surveils first and then draws, so the card you draw is the one you chose to keep on top. <strong>Mission Briefing<\/strong> surveils 2 <em>then<\/em> lets you pick an instant or sorcery in your graveyard &mdash; and per the official ruling, that card <strong>may be one you just surveilled into the graveyard<\/strong>. Order is a feature, not a formality.<\/p>\n\n<blockquote><p>You perform the actions stated on a card in sequence. For some spells and abilities, you&#8217;ll surveil last. For others, you&#8217;ll surveil and then perform other actions.<\/p><cite>Official ruling on Mission Briefing and Doom Whisperer, 12 January 2024, via Scryfall<\/cite><\/blockquote>\n\n<h3>Surveil 0 is nothing; surveiling an empty library is still something<\/h3>\n\n<p>Two rules sit at opposite ends of the same question and are easy to mix up.<\/p>\n\n<blockquote><p>701.25c If a player is instructed to surveil 0, no surveil event occurs. Abilities that trigger whenever a player surveils won&#8217;t trigger.<\/p><p>701.25d An ability that triggers whenever a player surveils triggers after the process described in rule 701.25a is complete, even if some or all of those actions were impossible.<\/p><cite>Comprehensive Rules, 7 August 2026<\/cite><\/blockquote>\n\n<p>So the five &#8220;surveil X&#8221; cards in the game &mdash; <strong>Lydia Frye<\/strong>, <strong>Desmond Miles<\/strong>, <strong>Spider-Man Noir<\/strong>, <strong>Dimir Strandcatcher<\/strong> and <strong>Cerebral Download<\/strong> &mdash; are blanks for your payoffs on any turn where X works out to zero. Same trap as scry 0. But surveil 1 with <em>no cards left in your library<\/em> is a completed surveil event, and the Mirko, Obsessive Theorist rulings say so directly: the &#8220;whenever you surveil&#8221; trigger happens &#8220;even if you have fewer cards in your library than the number of cards you&#8217;re instructed to surveil. It even triggers if you have no cards in your library.&#8221; Payoffs keep working right up to the moment you would draw from an empty deck.<\/p>\n\n<h3>Enhanced Surveillance stacks, and it stacks linearly<\/h3>\n\n<p>Rule 701.25b exists because of one card: <strong>Enhanced Surveillance<\/strong>, the Guilds of Ravnica enchantment that lets you look at two additional cards each time you surveil. Those extra cards are part of the surveil, so you may graveyard them or keep them on top like the others, and the rulings confirm that two copies mean four extra cards, three copies mean six, and so on. A surveil 1 land drop with two Enhanced Surveillances out is a five-card dig. <a href=\"https:\/\/krakenthemeta.com\/blog\/mtg-scry\/\">Scry has no equivalent rule<\/a>, which is one of the stranger asymmetries in the keyword-action section.<\/p>\n\n<h2>Surveil vs scry vs explore<\/h2>\n\n<p>Three keyword actions look at the top of your library and decide what to do with it. Nonland: +1\/+1 counter, then top or graveyard<\/td><td>54<\/td><td>Set mechanic (Ixalan)<\/td><\/tr>\n<\/tbody><\/table>\n\n<p>The practical rule of thumb: <strong>scry protects your library, surveil feeds your graveyard, explore feeds your hand or your board.<\/strong> A deck with no graveyard synergy at all still prefers scry, because a scried-away land is not gone forever &mdash; it is at the bottom, where a shuffle can find it again. A deck with even one reanimation spell prefers surveil, because a surveilled-away creature is now a target. Explore is the odd one out: it is something a permanent does, it reveals rather than looks, and the land clause makes it card advantage rather than card selection. We have a full guide to the <a href=\"https:\/\/krakenthemeta.com\/blog\/mtg-scry\/\">443 scry cards<\/a>; the rest of this one is about the 235 with surveil.<\/p>\n\n<h2>All 235 surveil cards, counted<\/h2>\n\n<p>Three different Scryfall filters give three different totals, and it is worth knowing why before you trust any of them. <code>keyword:surveil<\/code> returns <strong>235<\/strong>. Full-text search for the word returns <strong>249<\/strong>. Oracle text excluding reminder text returns <strong>231<\/strong>. The reconciliation:<\/p>\n\n<ul>\n<li><strong>217 cards surveil themselves<\/strong> &mdash; the word is in their own rules text.<\/li>\n<li><strong>18 cards create a token that surveils<\/strong> &mdash; the Empower Jace cards from Reality Fracture, whose reminder text describes a Jace planeswalker token with &#8220;&minus;1: Surveil 1&#8221;. Scryfall tags the card with the keyword because the reminder text contains it. More on these below.<\/li>\n<li><strong>14 cards care about surveiling without doing it<\/strong> &mdash; Matoya, Archon Elder, Enhanced Surveillance, Dimir Spybug and the other payoffs.<\/li>\n<\/ul>\n\n<p>217 + 18 = 235; 235 + 14 = 249. Surveil 2 is most of the rest. Only <strong>14 cards<\/strong> in the game surveil for three or more, and the two deepest fixed values &mdash; <strong>Contingency Plan<\/strong> and <strong>Taigam&#8217;s Scheming<\/strong> at surveil 5 &mdash; were both printed before the keyword existed (next section). <strong>Dream Eater<\/strong> is the only surveil 4 ever printed. Across the 230 cards with a fixed value, the printed surveil numbers sum to <strong>333<\/strong>, an average of 1.45 per card. <strong>Twenty cards surveil twice<\/strong> in their own text, usually an &#8220;enters or attacks&#8221; pair.<\/p>\n\n<h3>By colour<\/h3>\n\n<p>Surveil is a Dimir mechanic in origin and it still looks like one. <strong>103 of the 235 cards have blue in their colour identity and 98 have black<\/strong>; green is a distant third at 35, white 31, and <strong>red has just 16<\/strong>. Forty-nine cards are colourless &mdash; mostly lands and artifacts &mdash; and 23 of those have an empty colour identity, which makes them legal in every Commander deck. The exactly-Dimir slice (blue and black, nothing else) is 19 cards, and the number of cards a Dimir commander can legally run is <strong>162 of 235<\/strong>: every mono-blue, mono-black, colourless and U\/B card together.<\/p>\n\n<h3>By type<\/h3>\n\n<p><strong>111 creatures, 36 instants, 28 lands, 24 sorceries, 16 enchantments, 15 artifacts and 5 planeswalkers.<\/strong> Scry lives on temples and cantrips; surveil lives on bodies. Almost half the mechanic is creatures that surveil when they enter, attack or die, which is why the best surveil decks are creature decks with a graveyard plan rather than spell decks with a filter.<\/p>\n\n<h2>Nine cards had surveil before surveil existed<\/h2>\n\n<p>The keyword debuted in Guilds of Ravnica on 5 October 2018. Nine cards in the surveil roster were printed before that date &mdash; the oldest, <strong>Think Tank<\/strong>, in Odyssey on 1 October 2001, seventeen years earlier. Wizards did <em>not<\/em> retrofit these cards when surveil was released, because surveil was a named Dimir set mechanic and R&amp;D&#8217;s policy was not to errata old cards to a set keyword. When <strong>Consider<\/strong> was printed in Innistrad: Midnight Hunt in 2021 with the surveil action written out longhand, Mark Rosewater took the question on Blogatog and explained the same policy. It changed in <strong>October 2022<\/strong>, when surveil was promoted to deciduous &mdash; a mechanic any set can use &mdash; and Gatherer updated Consider, Contingency Plan and the rest to the keyword in one pass. In <strong>2025<\/strong> it was promoted again, to evergreen, the same tier as scry, flying and trample. That combination is why <strong>Undercity Sewers<\/strong> is the 421st most-played card in the entire Commander format and costs $17.13 at its cheapest ordinary printing. The other ten are budget stand-ins from <strong>Marvel&#8217;s Spider-Man<\/strong> (September 2025) and <strong>Secrets of Strixhaven<\/strong> (April 2026): untyped, enter tapped, and surveil only when you pay mana to activate them. Spider-Man printed five pairs and Secrets of Strixhaven printed the <em>other<\/em> five, with no overlap &mdash; between them the two sets cover exactly the ten pairs Karlov Manor did, at fifteen to thirty-one cents apiece. Wizards has now printed that exact template in Bloomburrow, Outlaws of Thunder Junction and Marvel Super Heroes, which is as clear a signal as you get that it is a permanent part of the land toolkit. <strong>Gallifrey Council Chamber<\/strong> is the same land with a Doctor Who restriction on its coloured mana.<\/p>\n\n<h2>Where surveil came from, set by set<\/h2>\n\n<p>Debut sets below were derived from each card&#8217;s earliest paper printing, not its default one. The first is that surveil&#8217;s home set is no longer its biggest: <strong>Murders at Karlov Manor&#8217;s 22 debuts edge out Guilds of Ravnica&#8217;s 21<\/strong>, and Reality Fracture ties Karlov Manor at 22. The second is the shape of the curve. The keyword produced <strong>11 new cards in 2021, 15 in 2023, then 67 in 2024, 46 in 2025 and 58 in 2026<\/strong> &mdash; and 26 of the 2026 cards are previews from two sets that have not released yet. Deciduous status in 2022 and evergreen status in 2025 did exactly what those words promise.<\/p>\n\n<h3>The 18 surveil cards that never surveil<\/h3>\n\n<p>Eighteen of Reality Fracture&#8217;s 22 debuts share one line of reminder text. Every card with the set&#8217;s <strong>Empower Jace<\/strong> mechanic explains that if you do not already control a Jace token, you first create &#8220;a blue Jace planeswalker token with &#8216;[&minus;1]: Surveil 1&#8217; and &#8216;[&minus;3]: Draw a card.'&#8221; The <em>token<\/em> surveils. The card does not. Scryfall&#8217;s keyword filter reads the reminder text and tags all eighteen anyway, so any tool that counts surveil cards by keyword will overstate the roster by 18 from 2 October 2026 onward. The four remaining Reality Fracture surveil cards are genuine, and one of them is new design space: <strong>Chandra, Chill of Compliance<\/strong> &mdash; a blue Chandra &mdash; has a +1 that surveils 1 and puts the card in your hand if it was a noncreature, nonland card you chose to graveyard. It is the first surveil that can put the surveilled card into your hand.<\/p>\n\n<p>None of the 22 are legal anywhere yet. All ten Karlov Manor surveil lands are among them. The 26 cards that are not yet legal anywhere are the 22 Reality Fracture previews and four cards from the Star Trek set due 13 November 2026.<\/p>\n\n<p>Pauper is <strong>95<\/strong>, and the number deserves a note because it is not the number of commons. The roster has 108 cards printed at common; 13 of them are unreleased Reality Fracture and Star Trek cards that are not Pauper-legal until their sets ship. The count here is read from each card&#8217;s Pauper legality directly, not inferred from rarity.<\/p>\n\n<h2>What the whole mechanic costs<\/h2>\n\n<p>Prices are the cheapest paper printing per card, and the table reports two bases: the cheapest <em>ordinary<\/em> printing, which excludes masterpieces, promos and box-set treatments, beside the cheapest printing of any kind. The 28 lands are $125.24 of the total &mdash; 41% &mdash; and the ten Karlov Manor duals alone are $120.41. Take the 28 lands out and the other 187 priced cards &mdash; every spell, creature, artifact and enchantment in the mechanic &mdash; cost <strong>$180.05<\/strong> together.<\/p>\n\n<p>Two cautions on the top of that table. The three Reality Fracture cards at the top are <strong>presale prices from a set that has not released<\/strong>; treat them as guesses that will move. And <strong>Undercity Sewers<\/strong> has a 2026 masterpiece printing at $9.42 that undercuts its cheapest regular printing by 45% &mdash; &#8220;cheapest printing&#8221; is a true statement about the card that is misleading about what a Sewers costs at the counter, which is why both columns are there.<\/p>\n\n<h2>The 13 cards that reward you for surveiling<\/h2>\n\n<p>Surveil on its own is card selection. The cards below turn it into an engine: they trigger on the act of surveiling, or check whether you have done it this turn. And <strong>Eye of Duskmantle<\/strong> lets you play lands and cast spells from among the cards you surveilled away this turn, paying life instead of mana; the ruling is precise that this covers only cards you put into the graveyard <em>while surveiling<\/em>, not cards you saw, kept, and then discarded some other way.<\/p>\n\n<p>Two more are worth knowing for what they do <em>not<\/em> say. <strong>Whispering Snitch<\/strong> only fires on the first surveil each turn, so it is a clock, not a combo. <strong>River Song<\/strong> triggers on your <em>opponents&#8217;<\/em> surveils, scries and searches &mdash; the only card in Magic that punishes the mechanic rather than rewarding it.<\/p>\n\n<h2>The best surveil cards, ranked<\/h2>\n\n<p>The twenty most-played non-land surveil cards in Commander, by EDHREC rank on 11 September 2026. Surveil 1 is simply: look at the top card, and you may put it into your graveyard.<\/p>\n\n<h3>What is the difference between scry and surveil?<\/h3>\n<p>Both look at the top N cards of your library. Scry puts the ones you do not want on the <strong>bottom<\/strong> of your library; surveil puts them in <strong>your graveyard<\/strong>. Surveil is better in any deck that uses its graveyard as a resource and worse in one that wants to keep its library intact.<\/p>\n\n<h3>Can you put all the cards back on top when you surveil?<\/h3>\n<p>Yes. &#8220;Any number&#8221; includes zero. You can put every card back on top in any order, every card into the graveyard, or any mix.<\/p>\n\n<h3>Does surveil count as milling?<\/h3>\n<p>No. Milling (rule 701.17) puts cards from the top of your library into your graveyard without looking. Cards that trigger &#8220;whenever you mill&#8221; do not trigger on a surveil, and vice versa. Cards that trigger when a card is put into your graveyard <em>from your library<\/em>, such as Unshakable Tail, do trigger on both.<\/p>\n\n<h3>What happens if you surveil 0?<\/h3>\n<p>Nothing. Murders at Karlov Manor debuted more surveil cards than Guilds of Ravnica did, and three sets since 2024 have printed the same untapped colourless surveil-on-entry land under three different names, after Doctor Who printed a legendary version in 2023. The lands are the mechanic&#8217;s most-played cards by a distance; the payoffs are cheap and almost all of them are in blue and black; and the whole thing, lands excluded, costs less than two hundred dollars to own in full.
