It arrived in Aetherdrift in February 2025 on 29 cards, came back on eight in Avatar: The Last Airbender in November, and is returning again in Reality Fracture on 2 October 2026. The reminder text says “activate each exhaust ability only once”, and almost every player reads that as once per game. The rules say something narrower and far more useful: once per object. A creature that leaves the battlefield and comes back is a new object with no memory of the old one, so its exhaust ability is fresh. Blink it, bounce it and recast it, reanimate it, or make a token copy of it, and you get the once-only effect again. The official ruling attached to 34 of the 39 exhaust cards says exactly that.

There are 39 paper cards that print the word as of 15 September 2026: 36 with an exhaust ability of their own (39 abilities in total, because Loot, the Pathfinder has three and Draconautics Engineer has two) and three that only reward you for activating one. Measured against the cards they sit on, the abilities are not a bonus — they are a mana sink. Of the 31 abilities with a fixed mana cost, 22 cost more to activate than the card cost to cast, three cost the same and six cost less; the average card costs 2.77 and its exhaust costs 4.16. And 29 of the 39 abilities put a +1/+1 counter on their own source, which is the design doing your bookkeeping for you: the counter is the mark that says “used”. This guide covers the rules and the rulings, the cost table for all 39 abilities, every card by set, the seven Vehicles (five of which crew themselves permanently), the seven payoffs, legality, prices, what Reality Fracture is bringing, and a 100-card Loot, the Pathfinder Commander deck for $50.62 built around resetting the mechanic. Every card fact was pulled from the live Scryfall database on 15 September 2026 and checked against the Comprehensive Rules of 7 August 2026.

One lever, one pull: an exhaust ability is paid for once and marked with a counter.

What exhaust actually does

Exhaust is a keyword ability, but an unusual one: it does nothing on its own. It attaches to the activated ability printed after it and adds a single restriction. The whole rule is two sentences long:

702.177a Exhaust is a keyword that adds additional rules to the activated ability that follows it. “Exhaust — [Cost]: [Effect]” means “[Cost]: [Effect]. Activate only once.”
Comprehensive Rules, effective 7 August 2026

Everything else about an exhaust ability is inherited from the ordinary rules for activated abilities. You can activate it any time you have priority — in response to a spell, in the middle of combat, on an opponent’s end step — unless the card itself says otherwise. Two do: Bitter Work’s earthbend is “activate only during your turn” and Liliana the Repentant’s reanimation is “activate only as a sorcery”; the other 37 abilities are instant speed. It is an ability, not a spell, so counterspells do not touch it, but Stifle-style effects do. If it adds mana and has no target, it is a mana ability under rule 605.1a: Loot, the Pathfinder’s green exhaust (“add three mana of any one color”) resolves immediately, cannot be responded to and cannot be copied by an effect that copies activated abilities. And the restriction sticks to the object: rule 602.5b says a restriction on an activated ability’s use “continues to apply to that object even if its controller changes”, so a creature stolen after its exhaust was used arrives in your opponent’s hands already spent.

Once per object, not once per game

The phrase “activate only once” is a restriction on an object, and Magic’s zone-change rule decides what an object is:

400.7. An object that moves from one zone to another becomes a new object with no memory of, or relation to, its previous existence.
Comprehensive Rules, effective 7 August 2026

So a permanent that leaves the battlefield and returns has never activated anything. Wizards attached a ruling to 34 of the 39 cards to make the point explicit: “If an exhaust ability of a permanent is activated, and then that permanent leaves the battlefield and returns to the battlefield, it becomes a new object so its exhaust ability can be activated again.” That one sentence is the whole strategic content of the mechanic. Blink it with Ghostly Flicker and the ability is back — which makes every exhaust card a payoff for the archetype in our blink commanders guide. Bounce it to hand with Temur Sabertooth and recast it: back. Reanimate it: back. Create a token copy with Cackling Counterpart: the token is a different object with its own untouched exhaust, and the original keeps its used state. Afterburner Expert is the card that demonstrates all of this on its own text — “whenever you activate an exhaust ability, return this card from your graveyard to the battlefield” — because each time it returns it is a fresh 4/2 with a fresh {2}{G}{G} exhaust of its own.

The counter rider is what makes the reset legible at the table. A creature that has exhausted usually has a +1/+1 counter on it; when it blinks, the counter falls off with the old object, and the fresh one has neither the counter nor the restriction. There is no rules connection between the counter and the once-only clause — a creature with ten counters and an unused exhaust is perfectly legal, and removing the counter re-arms nothing — but in practice the counter and the restriction arrive and leave together.

Copies, mana abilities and the triggers that resolve first

Copying an exhaust ability does not use it up. Rule 707.10 says “a copy of an activated ability isn’t activated”, so Illusionist’s Bracers on Loot, the Pathfinder copies the draw-three or the three damage without either counting as an activation; Pit Automaton’s “{2}, {T}: when you next activate an exhaust ability that isn’t a mana ability this turn, copy it” does the same for any one exhaust on your side of the table. The mana-ability carve-out on Pit Automaton is deliberate and was added by an Oracle update dated 7 February 2025, a week before the set released: a mana ability never goes on the stack, so there is nothing to copy.

The second rule under 702.177 exists for one card and one interaction:

702.177b An effect may allow you to take an action as long as you haven’t activated an exhaust ability this turn. Such an effect allows that action only if you haven’t begun to activate an exhaust ability this turn.

Example: Elvish Refueler has an exhaust ability that costs mana and also has an ability that reads “During your turn, as long as you haven’t activated an exhaust ability this turn, you may activate exhaust abilities as though they haven’t been activated.” Loot, the Pathfinder has an exhaust ability that is also a mana ability. If you’ve already activated both of these abilities in a previous turn, you can’t activate Loot’s mana ability during the process of activating Elvish Refueler’s exhaust ability, because you have already begun to activate a different exhaust ability.
Comprehensive Rules, effective 7 August 2026

Elvish Refueler is a repeatable reset without a zone change: on each of your turns, the first exhaust ability you activate may be one that has already been used. That is Loot’s “draw three cards” every turn for {U} and a tap, or Redshift, Rocketeer Chief’s twelve-mana hand dump a second time. The rule’s example closes the obvious trick — you cannot start activating one spent ability and pay for it with a second spent mana ability — but the ordinary use is untouched. Finally, four cards trigger “whenever you activate an exhaust ability” (Adrenaline Jockey, Afterburner Expert, Rangers’ Aetherhive, Rangers’ Refueler), and their triggers go on the stack above the ability: the official ruling is that they resolve before the exhaust ability does. Rangers’ Refueler draws its card, Rangers’ Aetherhive makes its Thopter and Adrenaline Jockey grows before the exhaust effect happens, and Afterburner Expert is back on the battlefield before Loot’s three cards are drawn.

Exhaust is a mana sink stapled to a cheap card — the cost table

The received wisdom is that exhaust is “a bonus ability” on a reasonably costed body. Compare the exhaust cost with the card’s own mana value and it reads the other way round. Eight of the 39 abilities cannot be compared on mana alone (three have an X, two are waterbend, one costs energy, one taps another Vehicle, one exiles artifacts from your graveyard). For the 31 that can:

Exhaust cost compared with the card’s own mana value

Abilities

Examples

Exhaust costs more than the card

22

Redshift, Rocketeer Chief (2 → 12), Rebellious Captives (2 → 6), Liliana the Repentant (2 → 6), Stampeding Scurryfoot (1 → 4)

Exhaust costs the same as the card

3

Camera Launcher, Jeong Jeong, the Deserter, Pacesetter Paragon (all 3 and 3)

Exhaust costs less than the card

6

Loot, the Pathfinder’s three one-pip abilities, Draconautics Engineer’s {R}, Elvish Refueler, Keen Buccaneer

Not comparable (X, energy, waterbend or a non-mana cost)

8

Boommobile, Mindspring Merfolk, Sita Varma (X); Peema Trailblazer (six energy); Invasion Submersible and Avatar Kuruk (waterbend); Spire Mechcycle (tap a Mount or Vehicle); Winter, Cursed Rider (exile artifacts)

Mean, the 31 fixed-cost abilities

card 2.77 → exhaust 4.16

Casting the card and exhausting it costs 6.94 mana on average

Twenty-two of thirty-one cost more to use than the card cost to play, and the average gap is a full mana and a half: 2.77 to cast, 4.16 to exhaust, 6.94 for the pair. The design pattern is a two- or three-mana creature that is a fair body early and a five- or six-mana sink later, and the extremes make it obvious: Redshift, Rocketeer Chief is a two-mana 2/3 whose exhaust costs twelve, Rebellious Captives is a two-mana 2/2 whose exhaust costs six, Stampeding Scurryfoot is a one-drop with a four-mana ability. The six that cost less than the card are the ones you should read as “comes with a free spell”: Loot’s three one-pip abilities on a five-mana commander, Draconautics Engineer’s {R} for haste and a counter, Elvish Refueler’s {1}{G}, Keen Buccaneer’s {1}{U} loot. Boommobile enters with four ability-only mana and an X-damage exhaust, so its own mana pays the {2}{R} and the first point of X the turn it lands, and every mana you add is another point of damage — the ruling confirms the four mana can go on one ability or several.

Avatar: The Last Airbender: the eight returners

The mechanic came back nine months later on 21 November 2025 with eight cards, and the design shifted. As of the 15 September Scryfall pull, one Reality Fracture exhaust card is in the database, and it is a strong one: Liliana the Repentant is a two-mana 2/2 that mills two whenever another creature or planeswalker you control enters, with a sorcery-speed {5}{B} exhaust that reanimates a creature or planeswalker card — the first exhaust ability that belongs in a reanimator shell. Its exhaust reads “each other nonartifact creature”, so animated exhaust Vehicles survive the sweep.

Exhaust against monstrosity and adapt

Exhaust has two ancestors. Monstrosity (Theros, 2013) is a keyword action: “Monstrosity N” means “if this permanent isn’t monstrous, put N +1/+1 counters on it and it becomes monstrous” (701.37a), so it is a once-only counter ability whose used state is a hidden designation rather than a counter. Adapt (Ravnica Allegiance, 2019) is “if this permanent has no +1/+1 counters on it, put N +1/+1 counters on it” (701.46a), which makes the counters themselves the lock — and, in a way exhaust does not, lets you re-arm it by removing them. Exhaust generalises both: the once-only clause is a plain activation restriction that can carry any effect at all, not only counters, and it resets by the ordinary zone-change rule. In practical terms, adapt cares about counters, monstrosity cares about a status, and exhaust cares about neither; it cares about whether this particular object has ever activated this particular ability.

Reality Fracture’s other returning mechanic is the mirror image of this one. A prepared creature carries a spell in an inset frame and, while it is prepared, lets you cast a copy of that spell from exile for the spell’s own cost; casting it unprepares the creature. Where 22 of the 31 fixed-cost exhaust abilities cost more than their card, 30 of the 56 fixed-cost prepare spells cost less than their creature (2.71 to cast the creature, 2.14 to cast the spell), and twenty of the prepare spells are reprints of existing cards at their original costs — Ancestral Recall, Demonic Tutor, Lightning Bolt and Swords to Plowshares among them. Both mechanics reward the same trick: a creature that enters prepared, like an exhaust creature that leaves and returns, gets its spell back when you blink it.

The deck: Loot, the Pathfinder, $50.62, built to reset exhaust

Loot, the Pathfinder is the obvious exhaust commander for three reasons. Its colour identity holds 35 of the 38 legal cards; it has three separate exhaust abilities, so every reset is worth three effects; and it comes with haste and vigilance, so the tap costs never get in the way. The plan is simple. Cast exhaust creatures, use their abilities, then blink, bounce or copy them to use the abilities again — and point every one of those effects at Loot first, because a blinked Loot is three fresh mana, three fresh cards and three fresh damage for three pips. Elvish Refueler gives you one free re-use every turn without a zone change. Boom Scholar takes {2} off every other exhaust in the deck with generic mana in its cost, which is all but a handful. Illusionist’s Bracers on Loot doubles the draw and the burn every time (not the mana — the Bracers skip mana abilities). The decklist below is validated against Scryfall for colour identity, singleton and card count, and priced at the cheapest ordinary printing of each card.

Role

Cards

Cost (cheapest ordinary printing)

What is in it

Commander

1

$0.49

Loot, the Pathfinder

Exhaust creatures and permanents

25

$6.72

Afterburner Expert, Bitter Work, Boommobile, Boom Scholar, Camera Launcher, Draconautics Engineer, Elvish Refueler, Greasewrench Goblin, Greenbelt Guardian, Invasion Submersible, Keen Buccaneer, Mai, Jaded Edge, Mindspring Merfolk, Pacesetter Paragon, Prowcatcher Specialist, Rangers’ Refueler, Rebellious Captives, Redshift, Rocketeer Chief, Rocketeer Boostbuggy, Sita Varma, Masked Racer, Skyserpent Seeker, Skystreak Engineer, Spire Mechcycle, Stampeding Scurryfoot, The Legend of Kuruk

Exhaust payoffs

3

$0.60

Adrenaline Jockey, Pit Automaton, Rangers’ Aetherhive

Blink, bounce and recast (a new object = a fresh exhaust)

10

$13.07

Ghostly Flicker, Illusionist’s Stratagem, Essence Flux, Siren’s Ruse, Release to the Wind, Temur Sabertooth, Erratic Portal, Crystal Shard, Conjurer’s Closet, Deadeye Navigator

Copies (a copy has its own exhaust)

4

$5.82

Cackling Counterpart, Rite of Replication, Clone, Phantasmal Image

Protection and ability copying

2

$6.66

Illusionist’s Bracers, Swiftfoot Boots

Ramp

10

$7.10

Sol Ring, Arcane Signet, Talisman of Curiosity, Talisman of Impulse, Talisman of Creativity, Rampant Growth, Cultivate, Kodama’s Reach, Farseek, Sakura-Tribe Elder

Interaction

7

$7.06

Beast Within, Chaos Warp, Pongify, Rapid Hybridization, Krosan Grip, Blasphemous Act, Arcane Denial

Card draw

2

$0.65

Harmonize, Garruk’s Uprising

Lands

36

$2.45

23 basics + 13 nonbasics (Command Tower, Path of Ancestry, Exotic Orchard, Frontier Bivouac, three Temples, three bounce lands, two fetch-style lands, Thornwood Falls)

Whole deck

100

$50.62

63 of the 77 nonbasic cards under $1

Exhaust package (26 with the commander). Twenty-five of the 31 other Temur-legal cards with an exhaust ability plus Loot, chosen for what a repeated activation is worth: Skyserpent Seeker (two lands each time), Draconautics Engineer (a 4/4 flying Dragon each time), Stampeding Scurryfoot (a 3/3 Elephant), Camera Launcher (a Thopter), Mindspring Merfolk (X cards), Greasewrench Goblin and Keen Buccaneer (filtering), Boommobile (X damage from its own four mana), Redshift, Rocketeer Chief (which taps for its own power in ability-only mana and dumps your hand when it gets to twelve), Sita Varma, Masked Racer (an overrun on a two-drop), Bitter Work and Rebellious Captives (earthbend), The Legend of Kuruk (an extra turn once the board is wide enough to waterbend twenty), and four of the five animating Vehicles (Marshals’ Pathcruiser needs white). Afterburner Expert is in as the free recursion it is. Rangers’ Aetherhive makes a 1/1 flying Thopter per activation, Adrenaline Jockey grows by one per activation, and Pit Automaton taps for two ability-only mana or copies your next non-mana exhaust.

Blink, bounce and copy (14). Ghostly Flicker exiles and returns two artifacts, creatures or lands, so it resets a Vehicle and Loot in one spell; Illusionist’s Stratagem does two creatures and draws; Essence Flux and Siren’s Ruse are one-mana and two-mana single blinks. Release to the Wind exiles a nonland permanent and lets you cast it free from exile — a reset that also dodges a removal spell. Temur Sabertooth returns another creature to hand for {1}{G} as often as you can pay, Erratic Portal and Crystal Shard do the same from an artifact, Conjurer’s Closet blinks a creature every end step, and Deadeye Navigator gives its paired creature “{1}{U}: exile this creature, then return it” — pair it with Loot and every {1}{U} is another three cards. Cackling Counterpart, Rite of Replication, Clone and Phantasmal Image each create a new object with the same exhaust abilities as the original; on Loot the legend rule keeps only one, so copy it when the original is spent and keep the fresh one, and Rite of Replication kicked on Skyserpent Seeker is ten more lands.

The rest. Ten ramp pieces (Sol Ring, Arcane Signet, the three Temur Talismans, Rampant Growth, Cultivate, Kodama’s Reach, Farseek, Sakura-Tribe Elder), because 6.94 mana per card is the mechanic’s average bill. Swiftfoot Boots protects Loot with hexproof, which unlike shroud still lets your own blink spells target it. And one card to add the week it becomes legal: Liliana the Repentant does not fit Temur, but a black-inclusive exhaust deck should look at it — a repeatable six-mana reanimation on a two-drop is exactly the kind of effect a blink shell exploits. If you want to see the plan work before you buy it, try a game of Guess That Commander and see how many of the 39 you recognise.

Exhaust FAQ

What does exhaust mean in Magic?

Exhaust is a keyword that modifies the activated ability printed after it. “Exhaust — [cost]: [effect]” means “[cost]: [effect]. Activate only once.” (rule 702.177a). It was introduced in Aetherdrift in February 2025, returned in Avatar: The Last Airbender, and returns again in Reality Fracture on 2 October 2026.

Is exhaust once per turn or once per game?

Neither, exactly: it is once per object. A permanent can activate its exhaust ability once for as long as it stays on the battlefield. If it leaves and comes back, it is a new object and the ability is available again. In practice that means once per game for a permanent that never moves, and once per blink for one that does.

Can I activate an exhaust ability again if I blink the creature?

Yes. This is the official ruling on every exhaust card: a permanent that leaves the battlefield and returns becomes a new object, so its exhaust ability can be activated again. Ghostly Flicker, Essence Flux, Conjurer’s Closet, bouncing and recasting, and reanimating all reset it.

Does a token copy of an exhaust creature get its own exhaust?

Yes. A copy made by Cackling Counterpart, Rite of Replication or Clone is a different object with the same text, so it has an unused exhaust ability of its own, whether or not the original has used its.

If I copy the exhaust ability itself, does that count as activating it?

No. Rule 707.10 says a copy of an activated ability is not activated. Illusionist’s Bracers, Pit Automaton, Rings of Brighthearth and Lithoform Engine copy an exhaust ability without spending it and without counting as an activation for cards like Elvish Refueler.

Can exhaust abilities be activated at instant speed?

Yes, unless the card says otherwise. Thirty-seven of the 39 abilities have no timing restriction; Bitter Work’s is “activate only during your turn” and Liliana the Repentant’s is “activate only as a sorcery”.

Does the +1/+1 counter show that the exhaust has been used?

In practice, usually: 29 of the 39 abilities put a +1/+1 counter on their source and Mai, Jaded Edge’s puts a double strike counter. But the counter is part of the effect, not a rules marker. Nine abilities leave no counter at all (Loot’s three, Redshift, Riverchurn Monument, Winter, Bitter Work, Avatar Kuruk and Draconautics Engineer’s Dragon), and removing a counter does not re-arm anything.

What does Elvish Refueler do?

During your turn, as long as you have not activated an exhaust ability yet this turn, you may activate exhaust abilities as though they had not been activated. So the first exhaust you activate on each of your turns can be one that is already spent — Loot’s draw three every turn, for example. Once you begin activating any exhaust ability, the window closes for that turn (rule 702.177b).

If my opponent steals my creature, can they use its exhaust?

Only if you had not used it. Rule 602.5b says a restriction on an activated ability’s use continues to apply to that object even if its controller changes, so a creature whose exhaust has been activated stays spent under its new controller.

Which sets have exhaust cards?

Aetherdrift (29 cards) and the Aetherdrift Commander deck Living Energy (Peema Trailblazer), both 14 February 2025; Avatar: The Last Airbender (8 cards), 21 November 2025; and Reality Fracture, 2 October 2026, with one card previewed so far. No other set has printed the word.

Are exhaust cards legal in Standard, and when do they rotate?

Thirty-seven of the 39 are Standard-legal (all 29 Aetherdrift main-set cards and all eight Avatar cards). Both sets rotate out of Standard with the first premier set of 2028. Peema Trailblazer is a Commander-deck card and Liliana the Repentant is not yet released.

Does an exhaust Vehicle stay a creature?

Yes. “This Vehicle becomes an artifact creature” has no stated duration, so under rule 611.2a the effect lasts until the end of the game. It never needs to be crewed again, and it keeps its +1/+1 counters. Invasion Submersible has no crew ability at all; its exhaust is the only way it becomes a creature.

What is the best exhaust commander?

Loot, the Pathfinder. Its Temur colour identity holds 35 of the 38 Commander-legal exhaust cards, it has three exhaust abilities of its own, and it has haste and vigilance so the tap costs never cost you an attack. Redshift, Rocketeer Chief (Gruul, 23 cards) and Sita Varma, Masked Racer (Simic, 20 cards) are the two-colour alternatives.

Exhaust in MTG, measured:
