Mobilize MTG: How It Works, Every Mobilize Card and an $82 Zurgo Deck (2026)
Mobilize is a Magic: The Gathering keyword from Tarkir: Dragonstorm (April 2025). Whenever a creature with mobilize attacks, you create that many 1/1 red Warrior tokens, tapped and attacking, and you sacrifice them at the beginning of the next end step. Mobilize 2 means two extra attackers every time the creature swings, for free, for as long as it stays on the battlefield.
It is the Mardu clan’s mechanic, and it looks like a Limited keyword: most mobilize cards are commons and uncommons that cost less than 40 cents. But it has quietly become a Commander engine. Voice of Victory is in 265,949 Commander decks on EDHREC, and Zurgo Stormrender, the face of the Mardu Surge precon, leads 21,434 decks. The reason is the sacrifice clause. A token that enters and then dies every single turn is exactly what enters-the-battlefield and death payoffs want, and we counted 128 Commander-legal cards that trigger when one of those tokens enters and 75 that trigger when it dies.
This guide covers how mobilize works (including the one ruling most players miss), every mobilize card ranked by real Commander play, the payoffs that turn temporary Warriors into cards and life loss, legality in every format and an $82.48 budget Zurgo Stormrender deck.
What is mobilize in MTG?
Mobilize is rule 702.181 of the Comprehensive Rules. Rule 702.181a defines it as a triggered ability: “Mobilize N” means “Whenever this creature attacks, create N 1/1 red Warrior creature tokens. Those tokens enter tapped and attacking. Sacrifice them at the beginning of the next end step.” Every mobilize card prints that as reminder text.
Mobilize debuted in Tarkir: Dragonstorm on 11 April 2025, where it was the mechanic of the Mardu clan (red, white and black). The main set printed 12 mobilize creatures, and the Tarkir: Dragonstorm Commander decks added Zurgo Stormrender and Infantry Shield, an Equipment that gives mobilize to whatever carries it. That makes 14 cards with mobilize: 13 creatures with the keyword and one Equipment that grants it. Four are commons, and 12 of the 14 cost under a dollar.
There is one older card with the name: Mobilize, a green sorcery from Portal (1997) that untaps all your creatures. It has nothing to do with the keyword. If you searched “mobilize MTG” for that card, it costs {G} and reads “Untap all creatures you control.”

How mobilize works
Mobilize is easy to play and easy to misplay. These are the situations that come up, with the source for each.
| Situation | What happens | Source |
|---|---|---|
| The mobilize creature attacks | The trigger creates N 1/1 red Warrior tokens, tapped and attacking | CR 702.181a |
| Choosing what the tokens attack | You choose for each token. They can attack a different player, planeswalker or battle from the mobilize creature, and from each other | Avenger of the Fallen ruling, 2025-04-04 |
| “Whenever a creature attacks” triggers | They do not trigger for the tokens. The tokens enter attacking, but they were never declared as attackers | Avenger of the Fallen ruling, 2025-04-04 |
| Enters-the-battlefield triggers | They trigger normally. Each token is a creature entering under your control | CR 603.6a |
| Mobilize X | X is counted once, when the trigger resolves | Avenger of the Fallen ruling, 2025-04-04 |
| The mobilize creature dies or leaves before the trigger resolves | You still get the tokens, and they are still sacrificed at the next end step. Once a trigger is on the stack it is independent of its source | CR 113.7a |
| The tokens survive combat | They stay until the beginning of the next end step, then you sacrifice them. “Sacrifice” means they die, so death triggers fire | CR 702.181a |
| Something stops the sacrifice | The tokens stay. Zurgo, Thunder’s Decree makes your Warrior tokens unsacrificeable during your end step, so they survive permanently | Zurgo, Thunder’s Decree Oracle text |
The ruling in the third row matters most. Hellrider, Shared Animosity, Beastmaster Ascension and the other “whenever a creature you control attacks” cards see the mobilize creature attack, but not its tokens. Cards that ask how many creatures are attacking when they resolve, like Within Range, do count the tokens, as long as the mobilize triggers resolve first. You control the order: put the mobilize triggers on the stack last so they resolve first.
What a mobilize token actually triggers
A mobilize token has three moments: it enters, it fights, and it dies at end step. Each moment is a different family of payoffs. We counted Commander-legal cards on Scryfall by the exact Oracle wording, on 21 October 2026.
| Trigger wording | Does a mobilize token trigger it? | Commander-legal cards |
|---|---|---|
| “Whenever a / another creature you control enters” | Yes, once per token | 128 (Impact Tremors, Cathars’ Crusade, Elas il-Kor) |
| “Whenever a / another nontoken creature you control enters” | No | 22 (The Great Henge, Guardian Project) |
| “Whenever a creature you control dies”, “another creature”, “this creature or another creature” | Yes, when it is sacrificed or dies in combat | 75 (35 + 29 + 11: Bastion of Remembrance, Pitiless Plunderer, Zulaport Cutthroat) |
| “Whenever a nontoken creature you control dies” | No | 41 (Midnight Reaper, Grim Haruspex) |
| “Whenever a creature token leaves the battlefield” | Yes | 5 (Zurgo Stormrender, Twilight Drover) |
| “Whenever a creature you control attacks” | No (only the mobilize creature itself) | 46 (Hellrider, Shared Animosity) |
| “Attacking creatures you control get” | Yes, the tokens are attacking creatures | 19 (Jazal Goldmane, Gruul War Chant) |
| “Sacrifice a creature:” as a cost | Yes, a free fodder supply | 235 outlets, 55 of them with no mana cost (Viscera Seer, Carrion Feeder) |
So the ratio is lopsided: 128 enter payoffs and 75 death payoffs work, against 22 nontoken enter cards, 41 nontoken death cards and 46 attack triggers that don’t. Build around what the token does when it enters and when it dies, not around attacking with it.
The Warrior subtype is a small bonus. 113 Commander-legal non-Warrior cards mention Warriors in their text (lords, Raiders’ Spoils, Kargan Warleader), and every mobilize token is a red Warrior. A Warrior tribal deck with three or four mobilize creatures gets a lot of extra bodies for its lords.

The most-played mobilize card isn’t played for mobilize
Voice of Victory has five times the Commander play of any other mobilize card, and it is the only expensive one. That is because of its second line: “Your opponents can’t cast spells during your turn.” That shuts off counterspells, instant-speed removal and flash blockers on your turn, in any white deck. The mobilize 2 is a bonus. If you are building a budget mobilize deck, it is the first card to cut: it is $19.71 of the deck’s price for two tokens.
The real mobilize engines
Dalkovan Packbeasts is the best pure mobilize card. Three attacking tokens for three mana, and vigilance means the 0/4 body still blocks. Bone-Cairn Butcher gives every attacking token deathtouch, which turns your 1/1s into creatures nobody wants to block. Avenger of the Fallen scales with your graveyard: in a deck that sacrifices its tokens every turn the graveyard fills with real creatures too, and mobilize 5 or 6 is normal by the mid-game.
Infantry Shield is the one to build around. Mobilize X equal to the equipped creature’s power means it gets stronger with every pump. On Zurgo’s Vanguard, whose power is the number of creatures you control, it snowballs: with eight creatures out, the Vanguard attacks as an 8-power menace creature and brings eight Warriors with it.

The best payoffs for mobilize tokens
Mobilize on its own is a few extra points of damage. With payoffs, each token becomes an enter trigger, a death trigger and a card. These are the payoffs that do the most with tokens that enter attacking and die at end step, all of them in the deck below.
| Payoff | Cost | What it does with mobilize tokens | Price |
|---|---|---|---|
| Windcrag Siege | {1}{R}{W} | Mardu mode: mobilize triggers twice, because a creature attacking caused it | $0.32 |
| Redoubled Stormsinger | {2}{R} | When it attacks, copies every creature token that entered this turn; let the mobilize triggers resolve first | $0.25 |
| Impact Tremors | {1}{R} | 1 damage to each opponent per token that enters | $2.79 |
| Warleader’s Call | {1}{R}{W} | +1/+1 anthem plus 1 damage to each opponent per token that enters | $8.20 |
| Cathars’ Crusade | {3}{W}{W} | A +1/+1 counter on each of your creatures per token that enters | $4.07 |
| Within Range | {3}{B} | Whenever you attack, each opponent loses life equal to the creatures attacking them, tokens included | $0.36 |
| Zulaport Cutthroat | {1}{B} | Drain 1 for each token that dies | $1.24 |
| Pitiless Plunderer | {3}{B} | A Treasure for each token that dies | $2.98 |
| Mirkwood Bats | {3}{B} | Each opponent loses 1 life when you create a token and again when you sacrifice it | $0.98 |
| Viscera Seer | {B} | Free sacrifice outlet: sacrifice tokens during combat, after blockers, for value | $0.54 |
| Hardened Tactician | {1}{W}{B} | {1}, sacrifice a token: draw a card | $0.29 |
| Garna, Bloodfist of Keld | {1}{B}{R}{R} | Draws a card when an attacking creature of yours dies; otherwise 1 damage to each opponent | $0.19 |
| Twilight Drover | {2}{W} | A +1/+1 counter per token that leaves; spend counters on two 1/1 flying Spirits | $0.24 |
| Raiders’ Spoils | {3}{B} | +1/+0 anthem; pay 1 life to draw when a Warrior deals combat damage to a player | $0.10 |
Windcrag Siege is the best of them. Its Mardu mode doubles every mobilize trigger, because each one is a triggered ability caused by a creature attacking. Dalkovan Packbeasts becomes mobilize 6. It does not double the tokens’ own enter triggers (they entered, they didn’t attack), but those already happen once per token, and there are now twice as many tokens.
Mobilize commanders
Two legendary creatures have mobilize, both Mardu, both Orc Warriors, and both from Tarkir: Dragonstorm.
| Commander | Colours | Decks as commander (EDHREC) | What the deck does |
|---|---|---|---|
| Zurgo Stormrender | Red, white, black | 21,434 | Tokens and aristocrats: every token leaving draws a card (if attacking) or drains each opponent |
| Zurgo, Thunder’s Decree | Red, white, black | 7,432 | Go-wide Warriors: mobilize tokens stop being sacrificed, so the army keeps growing |
The two Zurgos want opposite things. Thunder’s Decree keeps its Warriors: during your end step they can’t be sacrificed, so the sacrifice clause does nothing and mobilize becomes permanent token-making. Stormrender wants every token to leave, and it wants them to leave at the right moment.
Zurgo Stormrender: draw or drain?
Zurgo Stormrender says: “Whenever a creature token you control leaves the battlefield, draw a card if it was attacking. Otherwise, each opponent loses 1 life.” The catch is timing. A creature stops being an attacking creature when the end of combat step ends (CR 511.3). Mobilize tokens are sacrificed at the end step, after combat, so the default sacrifice drains; it never draws.
| When the token leaves | Still attacking? | Zurgo Stormrender gives |
|---|---|---|
| Sacrificed to Viscera Seer, Carrion Feeder or Hardened Tactician during combat | Yes | Draw a card |
| Blocked and killed in the combat damage step | Yes | Draw a card |
| Sacrificed by mobilize at the beginning of the end step | No | Each opponent loses 1 life |
| Any non-attacking token that dies (Lingering Souls, Release the Dogs, Goat from Woe Strider) | No | Each opponent loses 1 life |
That gives you a choice every turn. Say Zurgo, Dalkovan Packbeasts and Bone-Cairn Butcher attack together: that is 1 + 3 + 2 = 6 deathtouch Warriors. With Windcrag Siege out it is 12. Let them all reach the end step and each opponent loses 12 life from Zurgo alone, 36 in total across a four-player table. Or sacrifice them to Viscera Seer after blockers are declared and draw 12 cards. Most turns you will split the difference: sacrifice what you need to draw and let the rest drain.

Is mobilize legal in Standard, Pioneer and Commander?
All 14 mobilize cards are legal in Commander, and none is banned or a Game Changer. Legality from Scryfall, 21 October 2026:
| Format | Mobilize cards legal | Notes |
|---|---|---|
| Standard | 12 of 14 | Every Tarkir: Dragonstorm card; the two Commander-deck cards were never Standard-legal |
| Pioneer | 12 of 14 | Same 12 |
| Modern | 12 of 14 | Same 12 |
| Legacy, Vintage | 14 of 14 | Zurgo Stormrender and Infantry Shield included |
| Commander | 14 of 14 | Nothing banned |
| Pauper | 4 of 14 | Shock Brigade, Nightblade Brigade, Dragonback Lancer, Reigning Victor |
Budget Zurgo Stormrender mobilize deck ($82.48)
This is a 100-card Commander deck built around Zurgo Stormrender. It runs 11 creatures with mobilize plus Infantry Shield, a dozen more token makers, four sacrifice outlets and a stack of enter and death payoffs. It skips Voice of Victory, Ashnod’s Altar and the Triome to stay under $85. We checked every card against Scryfall: 100 cards, singleton, all inside Mardu colours, all Commander-legal, 36 lands. The total uses each card’s cheapest regular printing on 21 October 2026.
The plan is simple. Turns one to three, play mana and cheap mobilize creatures (Stadium Headliner, Shock Brigade, Dalkovan Packbeasts). Turn three or four, Zurgo. From then on, attack with everything that has mobilize every turn, put out one payoff at a time (Impact Tremors, Zulaport Cutthroat, Cathars’ Crusade), and decide in each combat how many tokens to sacrifice for cards and how many to keep for the end-step drain.
A few lines worth knowing:
- Stack your triggers. When Redoubled Stormsinger attacks alongside mobilize creatures, put its trigger on the stack first so it resolves last, after the Warriors exist. Same for Within Range.
- Sacrifice after blockers. An unblocked deathtouch Warrior deals its damage first; a blocked one trades with whatever blocked it. Sacrifice the leftovers to Viscera Seer before the end of combat to draw off Zurgo and Garna.
- Zurgo, Thunder’s Decree is a mode switch. With it out, your Warrior tokens survive the end step. You lose the end-step drain but keep the bodies for Cathars’ Crusade and next turn’s attack. Sacrifice outlets still work on them during combat.
- Hour of Reckoning destroys every nontoken creature. Cast it with a board of Spirits, Dogs and Goblins, convoke it by tapping those tokens, and you keep your army while everyone else loses theirs.

Mobilize vs myriad, amass and other attack-token keywords
Mobilize is one of several mechanics that put tokens into combat. Myriad creates a token copy of the attacker attacking each other opponent, then exiles them at end of combat, so they never reach the end step and they leave by exile, not death. That turns off death payoffs but still counts for Zurgo Stormrender (they leave while attacking: draw). Amass grows one Army token instead of making many. Mobilize is the cheapest of them: common creatures, no extra cost, and the tokens die, which is what an aristocrats deck wants. For more ways to fill the board, see our best token generators list.
Frequently asked questions
What does mobilize do in MTG?
Whenever a creature with mobilize N attacks, you create N 1/1 red Warrior creature tokens that enter tapped and attacking. You sacrifice them at the beginning of the next end step.
Do mobilize tokens trigger “whenever a creature attacks”?
No. They enter attacking, but they were never declared as attackers, so attack triggers don’t see them. They do trigger enters-the-battlefield abilities, and they count as attacking creatures for anything that checks.
Do mobilize tokens count as dying when sacrificed?
Yes. Sacrificing a creature puts it into the graveyard from the battlefield, which is dying. Death triggers like Zulaport Cutthroat and Pitiless Plunderer fire, even though the token then ceases to exist.
Can I keep my mobilize tokens?
Only if something stops the sacrifice. Zurgo, Thunder’s Decree makes your Warrior tokens unsacrificeable during your end step, so they stay. Copying effects don’t help: copies made by Redoubled Stormsinger are sacrificed too.
Can mobilize tokens block?
Not on the turn they are made: they are sacrificed at your end step. If they survive (Zurgo, Thunder’s Decree), they untap on your next turn like any creature and can block on your opponents’ turns.
What is the best mobilize card?
For Commander play, Voice of Victory, but for its “opponents can’t cast spells during your turn” line. For the mechanic itself, Dalkovan Packbeasts (mobilize 3 for three mana) and Infantry Shield (mobilize equal to the equipped creature’s power).
What set is mobilize from?
Tarkir: Dragonstorm, released 11 April 2025. Twelve mobilize creatures are in the main set; Zurgo Stormrender and Infantry Shield are from the Tarkir: Dragonstorm Commander decks (Mardu Surge).
Does Zurgo Stormrender draw a card off mobilize tokens?
Only if they leave while still attacking, which means during combat. The normal end-step sacrifice happens after combat, so it drains each opponent for 1 instead. Use a sacrifice outlet during combat to draw.
Is mobilize good in Commander?
On its own it is modest: a few 1/1s. In a deck with enter and death payoffs it is one of the most efficient token engines in Mardu colours, because the tokens trigger both every turn. 128 Commander-legal cards trigger on them entering and 75 on them dying.
Is the card named Mobilize related to the keyword?
No. Mobilize is also a green Portal (1997) sorcery that untaps all creatures you control. It shares only the name.
