MTG Ninjutsu Explained: Rules, Timing, Ninjutsu vs Sneak, All 36 Ninjutsu and 27 Sneak Cards, the Best Ninja Commanders and a Budget Yuriko Deck (2026)

Ninjutsu is Magic’s sneak-attack keyword. Once your opponent declares no blocks on one of your attackers, you pay the ninjutsu cost, return that unblocked creature to your hand and put the Ninja from your hand onto the battlefield tapped and attacking. The Ninja never gets cast and never gets declared as an attacker. It just shows up in combat and hits. Right now there are 36 cards with ninjutsu (35 with plain ninjutsu, plus Yuriko’s commander ninjutsu), and one card, Satoru Umezawa, that gives it to every creature in your hand.

In 2026 the story got a second chapter. The Teenage Mutant Ninja Turtles set (March 2026) did not bring ninjutsu back. It introduced sneak, a new keyword that does almost the same thing, except that you cast the card and it can be an instant or a sorcery. There are 27 sneak cards today, and no new ninjutsu card has been printed since Yuffie, Materia Hunter in June 2025. This guide covers both: the exact rules and timing, every ninjutsu and sneak card in a sortable-by-eye table, what the two keywords actually save you in mana (we measured it), where they’re legal, the best Ninja commanders by EDHREC deck count, and a $93.93 budget Yuriko, the Tiger’s Shadow Commander deck you can buy in one click.

What Ninjutsu Does: The Rule

Ninjutsu is rule 702.49 of the Comprehensive Rules. The full definition, from the current rules text:

702.49a Ninjutsu is an activated ability that functions only while the card with ninjutsu is in a player’s hand. “Ninjutsu [cost]” means “[Cost], Reveal this card from your hand, Return an unblocked attacking creature you control to its owner’s hand: Put this card onto the battlefield from your hand tapped and attacking.”

702.49c The creature put onto the battlefield with the ninjutsu ability enters attacking the same player, planeswalker, or battle as the creature that was returned to its owner’s hand.

Four things in that text matter in almost every game:

  1. It’s an activated ability, not a spell. The Ninja is never cast. Counterspell can’t stop it, and “whenever you cast a creature spell” triggers don’t fire. A Stifle-style effect that counters an activated ability does stop it, and by then the creature you returned is already in your hand, because returning it was part of the cost.
  2. It only works from your hand (commander ninjutsu adds the command zone; see below). The Ninja stays revealed until the ability resolves. If the card leaves your hand before then (discarded, for example), it doesn’t enter at all.
  3. You need an unblocked attacker. Attacking creatures are neither blocked nor unblocked until blockers are declared (rule 509.1h), so the earliest you can activate ninjutsu is the declare blockers step.
  4. The Ninja enters tapped and attacking the same target as the creature it replaced. You don’t get to pick a new player or planeswalker.

A turn with ninjutsu, step by step

You attack with Slither Blade (a 1/2 that can’t be blocked). Your opponent declares no blockers. In the declare blockers step, with Slither Blade unblocked, you pay {1}{U}, reveal Ninja of the Deep Hours and return Slither Blade to your hand. The ability resolves, Ninja of the Deep Hours enters tapped and attacking the same player, and in the combat damage step it deals 2 damage and you draw a card. Next turn you recast Slither Blade for {U} and do it again. That loop of a cheap evasive creature plus a Ninja with a damage trigger is the whole archetype.

When You Can Activate Ninjutsu (and When It’s Too Late)

The official rulings on every ninjutsu card say the same thing. You can activate it during the declare blockers step, the combat damage step or the end of combat step. Only one of those is useful in a normal combat:

  • Declare blockers step: this is the window. Activate after blockers are declared and before damage. The Ninja deals combat damage normally.
  • Combat damage step (after damage): all combat damage has already been dealt at once, so the Ninja won’t deal any. You would only do this to save the returned creature, for example by bouncing an attacker in response to removal.
  • End of combat step: same thing. The Ninja arrives too late to hit, but the creature you returned is safe in your hand.

The first-strike trick

If any creature in combat has first strike or double strike, the combat damage step splits in two (rule 510.4). You can activate ninjutsu after first-strike damage, and the Ninja then deals damage in the regular damage step, even if it has first strike itself. In practice: a first striker connects, its trigger resolves, then you swap it out for a Ninja that also connects. Higure’s rulings describe the classic version. If Higure deals first-strike damage and fetches a Ninja, that Ninja can still be ninjutsu’d in before regular damage. What Ninjutsu Is For: Four Reasons to Swap

The mana saving is real but small (next section). The swap is worth doing for these reasons:

  1. The combat-damage trigger. Most ninjutsu cards say “whenever this creature deals combat damage to a player”, then draw a card, look at their hand, make them discard or destroy a creature. Putting a Ninja in after blocks means the trigger is almost guaranteed, because the only unblocked-creature risk left is instant-speed removal.
  2. Reusing the returned creature’s enters trigger. Return Baleful Strix and you draw another card when you recast it. Return Moonsnare Specialist or Mistblade Shinobi and you get to bounce something again.
  3. Dodging sorcery-speed answers. The Ninja wasn’t on the battlefield during your opponent’s turn, so wraths and sorcery-speed removal never saw it.
  4. Protecting an attacker. Your evasive creature is about to eat a removal spell? Ninjutsu it back to hand in response. The removal fizzles and a Ninja takes its place.

Is Ninjutsu Actually a Discount? We Measured It

We ran the same test we used for morph and evoke: the alternative cost’s mana value minus the card’s own mana value, for every card with the keyword.

Ninjutsu is cheaper than casting the card on 26 of 36 cards (72.2%), but on average only by 0.83 mana. Seven cost exactly the same either way (Biting-Palm Ninja, Coiling Stalker, Dokuchi Silencer, Kappa Tech-Wrecker, Mist-Syndicate Naga, Nezumi Prowler, Silver-Fur Master). Three are more expensive to ninjutsu: Blade-Blizzard Kitsune and Nashi, Moon Sage’s Scion by one mana, and Thousand-Faced Shadow by three ({U} to cast, {2}{U}{U} to ninjutsu, because only the ninjutsu way makes the token copy). Sneak works out slightly cheaper, at 0.96 mana on average, with 20 of 27 cheaper.

So neither keyword is really about saving mana. Both cost you a card’s worth of tempo, because the returned creature goes back to your hand and you pay to recast it. The payoff is timing: the Ninja hits after blocks are locked in, which a normal creature spell can never do.

Commander Ninjutsu: Yuriko’s Version

Rule 702.49d defines commander ninjutsu, which works like ninjutsu but also works while the card is in the command zone. Exactly one card has it: Yuriko, the Tiger’s Shadow (Commander 2018). Two rulings make it strong:

  • No commander tax. Activating commander ninjutsu isn’t casting Yuriko, so you don’t pay the {2}-per-cast tax, and it doesn’t add to the tax for later casts. Yuriko can die five times and still come in for {U}{B}.
  • She can come back to the command zone. If Yuriko herself is the unblocked creature you return with another Ninja’s ninjutsu, rule 903.9b lets you put her into the command zone instead of your hand, and you can commander-ninjutsu her again next turn.

A typical opening: a one-mana evasive creature on turn one, attack on turn two, and Yuriko comes in from the command zone for two mana. That start is why she’s the most-built Ninja commander on EDHREC by more than double (the commander table below).

Sneak: The 2026 Replacement for Ninjutsu

The Teenage Mutant Ninja Turtles set added sneak (rule 702.190). The rules text:

702.190a Sneak is a keyword that represents a static ability that functions while the spell with sneak is on the stack. “Sneak [cost]” means “Any time you could cast an instant during your declare blockers step, you may cast this spell by paying [cost] and returning an unblocked creature you control to its owner’s hand rather than paying this spell’s mana cost.”

702.190b A permanent spell whose sneak cost was paid enters the battlefield tapped and attacking … It will be attacking the same player, planeswalker, or battle as the creature that was returned to its owner’s hand to pay the sneak cost of the spell that became that permanent.

The result looks like ninjutsu (return an unblocked creature, a new card enters attacking), but it works differently underneath:

The instant-and-sorcery part is the real design change. Splinter’s Technique is a {3}{B} tutor with sneak {1}{B}. Return an unblocked creature during combat and it’s a two-mana Demonic Tutor. Because sneak says “any time you could cast an instant during your declare blockers step”, the sorceries with sneak can be cast mid-combat too. Since sneak cards are noncreature spells, the eleven Techniques also trigger prowess and every other noncreature-spell payoff. Ninjutsu never can.

Most of the most-played ninjutsu cards are value engines that don’t care much about being Ninjas. Nashi, Moon Sage’s Scion (78,331 decks) and Fallen Shinobi (78,044) steal cards off the top of libraries. Prosperous Thief (64,331) makes Treasure. Thousand-Faced Shadow (61,616) copies another attacker. Silent-Blade Oni lets you cast a spell from the defending player’s hand for free. Twenty of the 36 cost under a dollar. The priciest are Sakashima’s Student ($20.30), Higure, the Still Wind ($15.23) and Kaito, Bane of Nightmares ($11.42).

Colour split: 13 mono-black, 12 mono-blue and 6 blue-black. That’s 31 of 36 in Dimir colours. Green has 3, and white and red have one each (Blade-Blizzard Kitsune and Yuffie, Materia Hunter). Ninjutsu is a Dimir keyword, and that’s why the obvious Commander build is Yuriko.

Satoru Umezawa: the card that gives ninjutsu to everything

Satoru Umezawa doesn’t have ninjutsu himself. He says “Each creature card in your hand has ninjutsu {2}{U}{B}”, and whenever you activate a ninjutsu ability (once a turn) you look at the top three cards and keep one. That turns any expensive creature in your hand into a four-mana sneak attack, which is why Satoru decks play Eldrazi and big dragons rather than Ninjas. He’s the second most-built Ninja commander on EDHREC (14,671 decks).

Seven sneak cards are white, seven black, four white-black, and three each blue, red and green. Wizards clearly moved the effect out of Dimir colours for the Turtles. The sneak-cost discount is biggest on the Techniques: Raphael’s Technique (a Wheel of Fortune-style “each player may discard their hand and draw seven”) is six mana normally and {2}{R} sneaked, and Kitsune’s Technique drops from six mana to {1}{U}. Sneak can also cost more: Leonardo, Leader in Blue costs {W} to cast normally but {3}{W}{W} to sneak, because his “if his sneak cost was paid” bonus pumps the whole team.

One more card belongs here even though it doesn’t have sneak itself. Ninja Teen is a black Class enchantment whose level 3 says “Creature cards in your graveyard have sneak {3}{B}” and lets you cast creature spells from your graveyard using their sneak abilities. It’s the sneak counterpart of Satoru Umezawa, except it works from the graveyard instead of your hand.

Ninjutsu debuted in Betrayers of Kamigawa in February 2005 (Ink-Eyes’ prerelease promo came out two weeks before the set). It then disappeared from main sets for fourteen years, except for two Planechase 2012 cards and Yuriko in Commander 2018. Modern Horizons (2019) added six more, and Kamigawa: Neon Dynasty (2022) added 16, the biggest batch ever. Since then it has shown up only as a single card at a time: Orochi Soul-Reaver in 2024’s Outlaws of Thunder Junction Commander decks, Kaito in Duskmourn, and Yuffie in the Final Fantasy Commander decks (June 2025). Every Ninja printed since has used sneak.

No ninjutsu or sneak card is banned in any format covered here. The only restriction on the whole family is Yuriko, restricted as a commander in Duel Commander (the one-on-one format run by its own committee; see our MTG banned list guide). Standard is where sneak lives: all 27 sneak cards are Standard-legal, but only one ninjutsu card is, Kaito, Bane of Nightmares. Modern has 31 of the 36 ninjutsu cards. The five it lacks all debuted in Commander or Planechase products (Sakashima’s Student, Silent-Blade Oni, Yuriko, Orochi Soul-Reaver and Yuffie). Pauper has 12 ninjutsu commons, including Ninja of the Deep Hours and Moon-Circuit Hacker, the two card-draw Ninjas Pauper players reach for first. Only three sneak cards are commons. Legality is from Scryfall’s data as of this writing. Always check before a tournament.

Yuriko (31,969 decks) is the clear number one. Satoru Umezawa (14,671) is the “ninjutsu on anything” build. After those two, most of the list is Teenage Mutant Ninja Turtles legends. Raph & Mikey, Troublemakers (7,419) is a red-green haste deck that happens to be a Ninja, not a ninjutsu deck. Splinter, Radical Rat (5,723) doubles Ninja triggers, which makes every ninjutsu card’s damage trigger fire twice. Dark Leo & Shredder (2,633) is the most-built commander that actually has sneak. The five-colour Turtle Power! precon’s face, Heroes in a Half Shell, has 4,206 decks; its list is on our Turtle Power! precon page. Tatsunari, Toad Rider (5,729) is a Ninja by type only; players build it as an enchantress deck.

Budget Yuriko, the Tiger’s Shadow Commander Deck ($93.93)

This is a 100-card Yuriko list that costs $93.93 at the cheapest ordinary printing of every card (Scryfall prices today). It has 33 lands and 40 creatures, and every card was checked against Commander legality and Yuriko’s blue-black colour identity. The plan is a Yuriko Ninjas deck that can actually win with Yuriko’s life drain, not a pile of every Ninja ever printed.

How the deck works

  • Twelve evasive creatures that cost 0 or 1 mana: Slither Blade, Triton Shorestalker, Mist-Cloaked Herald, Gudul Lurker, Changeling Outcast and Tormented Soul can’t be blocked. Faerie Seer, Spectral Sailor, Siren Stormtamer, Thousand-Faced Shadow and Ornithopter fly. Mothdust Changeling can give itself flying. Any of them on turn one means Yuriko on turn two.
  • Changelings count as Ninjas. Changeling Outcast and Mothdust Changeling have every creature type, so their combat damage triggers Yuriko, and they can be the unblocked creature too. With them the deck has 27 Ninjas, and Kaito, Bane of Nightmares is a 3/4 Ninja creature on your turn.
  • Tetsuko Umezawa, Fugitive makes your creatures with power or toughness 1 or less unblockable. That includes Yuriko herself (1/3), most of the one-drop enablers and Ninjas such as Mistblade Shinobi, Moon-Circuit Hacker, Skullsnatcher, Walker of Secret Ways, Mist-Syndicate Naga, Nezumi Prowler and Dokuchi Silencer.
  • Card-advantage Ninjas: Ninja of the Deep Hours, Ingenious Infiltrator (draws for every Ninja that connects), Moon-Circuit Hacker and Prosperous Thief, plus Coastal Piracy and Reconnaissance Mission as backup engines. Shadowmage Infiltrator has fear (see our fear guide). It isn’t a Ninja, but it draws off combat damage and is hard to block.
  • Silver-Fur Master makes every ninjutsu cost {1} less and pumps the team. Satoru Umezawa gives the non-Ninja creatures ninjutsu and digs three cards deep every turn you use it.
  • Cheap interaction: Counterspell, Arcane Denial, Fatal Push, Cut Down, Infernal Grasp, Go for the Throat, Feed the Swarm, Pongify, Rapid Hybridization and Into the Roil. Throat Slitter, Dokuchi Silencer and Mistblade Shinobi add removal attached to damage triggers.

The average revealed card is worth 1.7 life per opponent. Over a third of the time it’s a land and nobody loses anything. That’s why tuned Yuriko lists pack in expensive spells. On a budget, you control the odds with Brainstorm, Ponder, Preordain and Opt. Resolve Brainstorm before combat, put Silent-Blade Oni, Treasure Cruise or Dig Through Time on top, and the next Yuriko trigger drains each opponent for 7 or 8. Treasure Cruise and Dig Through Time are in the deck because they’re mana value 8 on a Yuriko reveal but often cost only two or three mana to cast with delve once your graveyard fills up. Sixteen of the 99 (16.2%) are mana value 4 or more.

Kaito ($11.42) and Orochi Soul-Reaver ($7.58) are the only cards over $6. The simplest cuts to get under $80 are Kaito, Orochi Soul-Reaver and Baleful Strix; swap in bulk Ninjas from the table above, such as Moonblade Shinobi or Ninja of the New Moon. Ninjutsu Rules Interactions That Come Up in Play

1. The Ninja wasn’t “declared as an attacker”

Anything that triggers “whenever a creature attacks” won’t trigger for a Ninja put in with ninjutsu. The same goes for a sneaked creature. The rulings on both keywords say this explicitly. Menace, too, is checked only when blockers are declared, so a menace Ninja that arrives after blocks gets nothing from it that combat. (Menace matters again the next time the Ninja attacks normally.)

2. Returning a token works, but the token is gone

You can return an unblocked token creature to pay a ninjutsu cost. It goes to your hand and then ceases to exist (rule 111.8). This is a common way to use Yuriko with token makers. You lose the token, but the Ninja trigger is usually worth more than a 1/1.

3. Everything on the returned creature is lost

Counters, Auras, Equipment attachments and “until end of turn” effects on the returned creature all go away. It comes back as a new object when you recast it. That’s a cost with counters, and a benefit with Baleful Strix or Moonsnare Specialist, whose enters triggers you get again.

4. Responding to removal with ninjutsu

If your opponent targets your unblocked attacker with removal during the declare blockers step, you can activate ninjutsu in response. The target goes back to your hand, the removal fizzles, and the Ninja arrives in time to deal damage. The same move after combat damage still saves the creature, but the Ninja won’t deal damage.

5. Stifle beats ninjutsu. Counterspell beats sneak.

Ninjutsu is an ability, so only effects that counter abilities (Stifle, Tale’s End, Disallow) stop it, and the creature you returned stays in your hand either way. Sneak casts a spell, so any counterspell works, and the returned creature is still gone (it was a cost). Play around the relevant answer for each.

6. Blocked creatures can’t be used. Neither can “didn’t attack” creatures.

The creature you return must be attacking and unblocked. A creature that was blocked stays blocked even if its blocker is removed (rule 509.1h). So killing the blocker doesn’t make the attacker available for ninjutsu.

7. The Ninja enters tapped

It can’t use tap abilities that turn, and it won’t be available to block on your opponent’s turn unless something untaps it. Vigilance on the Ninja doesn’t help, because it was never declared as an attacker. It entered tapped.

8. Sneak on noncreature spells

A sneaked instant or sorcery still requires returning an unblocked creature, and it resolves normally. Nothing “enters attacking”. Some cards check whether their sneak cost was paid. The Last Ronin’s Technique makes its three tokens enter tapped and attacking only if it was sneaked, and each token can attack a different player.

Frequently Asked Questions

How does ninjutsu work in MTG?

After blockers are declared, you pay the ninjutsu cost, reveal the Ninja card from your hand and return one of your unblocked attacking creatures to your hand. The Ninja enters the battlefield tapped and attacking the same player, planeswalker or battle, and deals combat damage as normal.

When can you use ninjutsu?

During the declare blockers step, the combat damage step or the end of combat step, whenever you have an unblocked attacker. To deal damage with the Ninja, activate it in the declare blockers step, or between first-strike and regular damage if a first striker is in combat.

Is ninjutsu casting a spell?

No. It’s an activated ability that puts the card onto the battlefield. The Ninja can’t be countered by Counterspell and doesn’t trigger “whenever you cast” abilities. Sneak, the 2026 variant, is casting.

Can you use ninjutsu on your opponent’s turn?

Only if you control an unblocked attacking creature during their combat, which is rare in normal play. In practice it’s a your-turn ability. Sneak says “your declare blockers step”, so it can only be used on your turn.

Does ninjutsu avoid summoning sickness?

Summoning sickness is irrelevant here. The Ninja isn’t declared as an attacker; it’s put onto the battlefield already attacking. It enters tapped, so it can’t use {T} abilities that turn anyway.

Can you ninjutsu your commander?

Yuriko is the only commander with commander ninjutsu, which works from the command zone with no commander tax. Any other commander with ninjutsu (Nashi, Moon Sage’s Scion, for example) can only use it from your hand. You can also return your commander as the unblocked creature and move it to the command zone instead of your hand (rule 903.9b).

What’s the difference between ninjutsu and sneak?

Ninjutsu is an activated ability that works during several combat steps and can’t be countered by a counterspell. Sneak is an alternative cost to cast the spell during your declare blockers step. It can be countered, triggers cast abilities and appears on instants and sorceries. Ninjutsu has 36 cards (mostly blue-black). Sneak has 27 cards in all five colours.

How many ninjutsu cards are there?

36: 35 with ninjutsu and one (Yuriko, the Tiger’s Shadow) with commander ninjutsu. Satoru Umezawa gives ninjutsu to every creature card in your hand. There are also 115 cards with the Ninja creature type, and 63 of them have neither ninjutsu nor sneak.

Is ninjutsu legal in Standard?

Only one ninjutsu card is Standard-legal right now: Kaito, Bane of Nightmares. All 27 sneak cards are Standard-legal.

What is the best ninjutsu card?

By Commander play, Nashi, Moon Sage’s Scion (78,331 EDHREC decks), just ahead of Fallen Shinobi (78,044). For a low curve, Ninja of the Deep Hours and Moon-Circuit Hacker are the classic card-draw Ninjas and are legal in Pauper.

Yes. “Can’t be blocked” creatures are the best ninjutsu enablers, because once blockers are declared they are guaranteed to be unblocked.
